Heat a pan with cooking oil over medium heat. Add the julienned ginger and fry until golden brown. Remove the ginger from the pan and set aside. Strain the ginger-infused oil into a small bowl.
Steam the fish for about 5-6 minutes. While the fish is steaming, mix the ginger-infused oil with soy sauce and set aside.
Once the fish is cooked, place it on a serving plate. Arrange the fried ginger on top of the fish.
Pour the soy sauce and ginger oil mixture over the fish. Drizzle sesame oil over the fish.
