Heat oil to 180°C and deep fry the Veg. Fragrant Chicken for 2 minutes until golden brown. Strain and set aside.
Mix water, cornstarch, vegetarian oyster sauce, soy sauce, Chinese black vinegar, and sugar in a bowl. Set aside.
In a saucepan, heat a little oil and add dried chilies and ginger. Stir-fry until fragrant. Add green and red capsicums and stir-fry for about a minute. Pour in the sauce mixture and bring to a boil. Add the fried Veg chicken and cook until the sauce thickens.
Sprinkle white sesame on top, and serve immediately.
